The Palmyra–Homs–Euphrates Trinity: A 4-GW Hybrid Solar– Wind–Hydropower Blueprint with Advanced Grid-Forming Control for Post-Conflict Energy Sovereignty in Syria

Syria’s war collapsed power capacity from 8.5 GW to under 3 GW, leaving 92% of households dependent on costly, polluting diesel. To resolve this crisis, this paper proposes an innovative hybrid model that integrates vast untapped solar, wind, and hydro resources with battery storage, utilizing smart algorithms to ensure grid stability. The system achieves an annual generation that exceeds demand by 35% at a cost of just $0.027/kWh (12 times cheaper than diesel) while slashing emissions by 98%. Yielding a 19.2% IRR, this plan provides a highly actionable blueprint for Syrian energy sovereignty and sustainable reconstruction.
